Can technology alone truly save the environment? Or is a sustainable future also the product of democratic societies—where people can participate in decision-making, openly discuss shared challenges, and rely on strong institutions that support collective action?

Two Global Vulnerabilities

Can technology alone truly solve the environmental crisis? Or does protecting nature also depend on people's ability to debate common concerns, participate in governance, and work together to address shared challenges?

In recent years, the world has been confronted with two major vulnerabilities simultaneously.

The first concerns environmental sustainability. The climate crisis is intensifying, natural resources are being depleted, biodiversity continues to decline, and ecological pressures are becoming increasingly visible with each passing year.

The second relates to governance. Numerous international reports indicate that democratic governance and institutional capacity have become increasingly fragile across the globe. This suggests that the modern world is experiencing not only an ecological crisis but also a period of institutional stress.

Importantly, these two challenges are not independent of one another.

Two Complementary Goals of Sustainable Development

Within the United Nations Sustainable Development Goals (SDGs), SDG 13 (Climate Action) and SDG 16 (Peace, Justice and Strong Institutions) together represent two of the most pressing challenges facing humanity.

On one hand lies the environmental imperative of safeguarding the planet for future generations. On the other lies the question of how societies are governed—how inclusive institutions are, how citizens participate in decision-making, and how effectively governments respond to public needs.

Although these two goals are often discussed separately, they are, in reality, deeply interconnected. Protecting the environment is not simply a matter of developing cleaner technologies or reducing carbon emissions. It also depends on how decisions are made, how actively citizens participate in those decisions, and how transparent, accountable, and inclusive public institutions are.

This raises an intriguing question:

Can democracy help protect the environment?

At first glance, the answer may appear straightforward. Democracy is commonly associated with values such as freedom, transparency, accountability, and public participation. It therefore seems reasonable to expect democratic societies to perform better in environmental protection.

The reality, however, is far more complex.

Environmental challenges cannot be solved through good intentions alone. Economic priorities, social expectations, energy demands, patterns of development, and public policy all shape environmental outcomes. Consequently, the relationship between democracy and environmental sustainability is far from simple.

In many respects, this relationship presents what researchers describe as a genuine theoretical puzzle.

One school of thought argues that democracy improves environmental quality. According to this perspective, democratic societies allow citizens to express their concerns freely, environmental organizations to mobilize effectively, the media to draw attention to ecological problems, and policymakers to respond by adopting more sustainable policies. Strong institutions, the rule of law, and transparent governance further enhance the implementation and enforcement of environmental regulations.

Indeed, many environmental problems worsen simply because they remain invisible or fail to become subjects of public debate. Pollution of rivers, deforestation, air pollution, and unplanned urbanization often continue unchecked until society begins to recognize and discuss them openly.

This is precisely where democratic systems offer an important advantage. By enabling citizens to voice their concerns, share ideas, and influence decision-making, democracy helps bring environmental issues into the public sphere.

Recent climate and environmental movements emerging across different parts of the world illustrate this dynamic. These initiatives have demonstrated that citizens are increasingly able to transform their environmental concerns into public action. As a result, environmental issues are no longer viewed solely as technical challenges discussed by experts; they have become matters of broad public awareness and civic engagement.

Is Democracy Always Enough?

There is, however, another perspective. According to this view, democratic systems do not always produce environmentally friendly outcomes. Democracies are inherently responsive to short-term public demands, and political decision-making is often shaped by electoral cycles. Citizens, meanwhile, tend to prioritize immediate economic and social concerns over long-term environmental sustainability.

As a result, environmental costs may receive less attention than short-term economic benefits. At the same time, rising consumption, changing lifestyles, and rapid urbanization can further increase pressure on natural ecosystems.

For this reason, the relationship between democracy and environmental protection is far from black and white. The same democratic system can generate forces that both promote environmental conservation and contribute to environmental degradation. This complexity explains why scholars continue to debate whether democracy is, by itself, sufficient to achieve sustainable environmental outcomes.

Why Do Strong Institutions Matter?

Despite this theoretical complexity, one important conclusion emerges consistently from the academic literature: democratic institutions provide significant governance capacity for addressing environmental challenges, as well as many broader economic and social issues.

Environmental crises are rarely the result of technological limitations alone. They are also shaped by the quality of governance, public awareness, civic participation, institutional effectiveness, and political accountability.

Where opportunities for public participation are limited, public debate is weak, and decision-making lacks transparency and inclusiveness, environmental problems are more likely to remain invisible. Under such conditions, narrow interests may take precedence over the public good, while the environmental costs of development remain insufficiently recognized.

Strong institutions therefore play a crucial role in translating environmental concerns into effective public policy.

Democratic Capacity and Technological Transformation Must Go Hand in Hand

This is where the greatest strength of democratic systems becomes evident. An active civil society, an independent media capable of bringing environmental issues to public attention, meaningful citizen participation in policymaking, and the open exchange of diverse viewpoints all contribute to broader public engagement with environmental challenges.

As citizens become better able to express their expectations and concerns regarding the places in which they live, environmental policies can become more inclusive, socially accepted, and ultimately more effective.

Such public support also facilitates the implementation of technological solutions, including clean energy investments, low-carbon technologies, and climate mitigation policies. Technological innovation is therefore most effective when accompanied by democratic governance that encourages participation, transparency, and public trust.

Rather than viewing technology and democracy as alternative solutions, they should be understood as complementary forces. Technological progress provides the tools needed to address environmental problems, while democratic institutions create the conditions under which those tools can be implemented fairly, effectively, and with public legitimacy.

Conclusion

Ultimately, the path toward a sustainable future depends on far more than technological innovation alone.

A livable future requires societies capable of listening to one another, engaging in meaningful dialogue, building trust, and strengthening institutions that enable collective action.

Protecting the planet is therefore not simply an engineering challenge—it is also a democratic one.

The green transition will succeed not only because we invent better technologies, but because we cultivate stronger institutions, more inclusive governance, and societies willing to work together for the common good.
